Co., 864 F2d 648 (9 Cir 1988) overturning previous insurance coverage decision.

Governmental clients have included the State of Oregon, the Governor of Oregon, Tri-Met, Metro, League of Oregon Cities, the City of Cannon Beach Special Districts Association, and Clackamas, Jackson and Multnomah Counties.
Arbitrator and mediator of business and governmental disputes of all types ranging in magnitude from small contract disputes to multi-million dollar business tort litigation. Founding member, Toyota Motor Sales USA Reversal Arbitration Board, an innovative, award-winning in-house arbitration system for dealer-to-dealer disputes.

Justice, Oregon Supreme Court. Known particularly for governmental law opinions such as Springfield Education Ass'n v. School Dist., 290 Or 217, 621 P2d 547 (1980), one of Oregon's leading cases on administrative practice.

Judge, Oregon Court of Appeals. Authored interstate commerce opinion entitled American Can Co. v. OLCC, 15 Or App 618, 517 P2d 691 (1973), which appears in virtually all law school constitutional law casebooks, usually the only opinion from other than the U.S. Supreme Court.

First Director, Oregon Department of Human Services. Organized and administered the most comprehensive (welfare, corrections, mental health, children's services, etc.) state social services agency in America for Governor Tom McCall.
